On December 10, Secretary of the Army Christine Wormuth took the rare step of firing Gen. Charles R. Hamilton following an Inspector General investigation into his attempts to influence a subordinate officer’s promotion.
This marks the first time in nearly two decades that a four-star Army general has been fired outright.
Hamilton allegedly attempted to secure an unearned promotion for a subordinate through inappropriate influence in the Battalion Commander Assessment Program (BCAP) process.
Gen. Hamilton, a well-respected officer with over forty years of service, vigorously defended his actions.
His communication to Army Secretary Christine Wormuth highlighted alleged biases within the Army’s Command Assessment Program (CAP), asserting that the system unfairly affects Black officers.
Hamilton penned a letter requesting reinstatement, which cited the promotion process’s disparate impact as his motivation, The Military Times reports.
Critics point to Hamilton pressuring the CAP panel in favor of his subordinate, who consistently failed assessments.
The officer in question failed in a 0-5 and 2-3 vote before being placed on and then removed from the command selection list — all after Hamilton’s purported interventions.
Though Hamilton contacted panel members, he claims he did not explicitly pressure them to declare the officer ready for command.
“I’ve been brutally honest about my concerns with the Command Assessment Program’s disparate impact on black officers,” Hamilton declared.
The investigation has now reached the Defense Department’s inspector general.
The Army is considering further review of its command assessment process, a system that was enhanced through the implementation of BCAP in 2020 aimed at curbing external influences.
Col. Randee Farrell stated, “Following the completion of the [inspector general’s] work, the Army will undertake an additional review of CAP itself to ensure maximum fairness and integrity in the command selection process.”
This high-profile case underscores the enduring tensions between maintaining merit-based promotions and the pressures that can infiltrate the ranks.
Some believe that if Hamilton’s actions are confirmed, serious consequences such as grade reduction and forced retirement might ensue.
