Harris will bring his appropriations expertise to the forefront of Congress’ spending debates.

Harris, a member of the Freedom Caucus since its inception in 2015, is the first chairman to also serve on the House Appropriations Committee.

“I follow in the footsteps of some real giants and, you know, hopefully, we can keep the House Freedom Caucus as relevant to the future of American conservatives as it has been for the past 10 years,” Harris told The Washington Times.
An anesthesiologist and former state senator who was first elected to Congress in 2010, the Maryland representative brings a wealth of experience to his new role.
As a GOP subcommittee spending leader, he has a deep understanding of the appropriations process and views the national debt as a significant threat to America’s future.
While Harris aims to achieve conservative goals, he also recognizes the need for strategic compromise to make progress. “My philosophy is that we have to actually get things accomplished,” he said.
He firmly added:
“We’re in the majority. I think when you’re in the majority, you have the potential to accomplish things, and we need to be part of that process, recognizing that we’re not going to get 100% of what we asked for, but we’re going to pull the conference toward a more conservative position.”
Moreover, Harris’ leadership comes at a crucial time as the Freedom Caucus confronts the Biden-Harris administration’s excessive spending, works to secure the southern border and defends constitutional freedoms.
His expertise in appropriations will be instrumental in pushing for conservative spending outcomes and reining in the bloated federal budget.
Representative Andrew Clyde (R-GA) highlighted the importance of Harris’s new role, stating:
“Now the Freedom Caucus chair is in the room. [Harris has a] tremendous understanding of the appropriations process [and understands that] our debt is the greatest threat to the U.S. right now.”
As the only GOP member of the Maryland delegation, Harris is also involved in efforts to rebuild Baltimore’s Francis Scott Key Bridge, demonstrating his commitment to addressing critical infrastructure needs while maintaining fiscal responsibility.
With the 2024 elections on the horizon, Harris’s leadership of the Freedom Caucus could play a pivotal role in shaping the GOP’s direction and approach to government spending.
As he assesses the party’s strategy under Speaker Mike Johnson, Harris remains open to all options – including a partial government shutdown if necessary – to protect American taxpayers and preserve conservative values.
