The project planned charges on vehicles entering Manhattan, sparking controversy and debate.

This decision could lead to significant legal challenges, as its implications will ripple through New York’s transportation funding and environmental strategy.

On February 19, 2025, Transportation Secretary Sean Duffy informed New York Governor Kathy Hochul of the administration’s decision to end the city’s congestion pricing project.

Originally approved under the Biden administration, this initiative aimed to impose a $9 toll on most passenger vehicles entering Manhattan south of Central Park.

Its revenue was to fund the city’s transit system, which serves around 4 million daily riders.

Supporters saw it as crucial for improving travel times and reducing congestion, but it faced opposition from surrounding areas, reports The New York Post.

The Metropolitan Transportation Authority (MTA) swiftly filed a lawsuit against this decision, emphasizing that the program had successfully reduced congestion since its January implementation.

MTA Chair Janno Lieber criticized the administration’s actions, stating, “Today, the MTA filed papers in federal court to ensure that the highly successful program – which has already dramatically reduced congestion, bringing reduced traffic and faster travel times, while increasing speeds for buses and emergency vehicles – will continue notwithstanding this baseless effort to snatch those benefits away from the millions of mass transit users, pedestrians and, especially, the drivers who come to the Manhattan Central Business District.”

President Trump claimed victory on Truth Social, praising the withdrawal as a win for working-class Americans burdened by what he termed a “disgraceful tax.”

New Jersey Governor Phil Murphy supported Trump’s decision, having previously opposed the tolls for their negative impact on New Jersey commuters.

Murphy called the plan “a disaster for working and middle-class New Jersey commuters and residents.”

Critics of the Trump administration’s decision argue it will disrupt essential transit funding and deter environmental progress.

Governor Hochul is expected to further discuss this contentious issue with President Trump at the upcoming National Governors Association meeting.

As more details unfold, the potential for federal funding in exchange for canceling the program remains a key point of speculation.

While opinion remains divided, Trump’s decisive action aligns with his promises to prioritize fairness and economic freedom for American taxpayers.

New York City’s congestion pricing may now face an uncertain future as both sides brace for a legal battle.
