
In a committed effort to capture international criminals, the United States Marshals Service (USMS) successfully arrested a notorious suspect in a quadruple homicide involving innocent young children.

Luis Francisco Soriano, who had been hiding in the Dominican Republic and working at a hotel call center, was finally apprehended after an extensive international manhunt that spanned multiple countries.
31-year-old Soriano, also known as Jefry Yevo, was arrested in Punta Cana following a coordinated operation between US Marshals and Dominican authorities.
After completing his shift at the hotel where he had been employed, he was taken into custody without incident.
The horrific crimes that led to this international manhunt involved the killing of Fraime Ubaldo, Marangely Moreno Santiago, and her two young children, Evangeline and Sebastián Ubaldo Moreno.
After the brutal quadruple homicide near Rochester, New York, on August 31, 2024, Soriano initially fled to Puerto Rico.
When he learned federal marshals were closing in, he escaped by boat to the Dominican Republic.
His brother, Julio Pimentel Soriano, was also arrested shortly after the killings and has pleaded not guilty to charges in the case.
The victims’ bodies were discovered in a basement that had been deliberately set on fire in Irondequoit, a suburb of Rochester, New York.
Marangely Moreno Santiago and her children were later buried in her hometown of Salinas, Puerto Rico, as communities in both regions mourned the senseless loss of life.
The suspect faces four charges of second-degree murder along with narcotics charges related to the incident.
In September 2024, he was added to the U.S. Marshals Service District of Puerto Rico’s Top 10 Most Wanted Fugitive list, highlighting federal authorities’ priority in capturing him.
The arrest was the result of diligent work by the USMS in Puerto Rico and the USMS New York/New Jersey Regional Fugitive Task Force.
This case demonstrates how the border crisis continues to complicate law enforcement efforts.
The ease with which criminal suspects can move between countries underscores the need for stronger border security and international cooperation.
While the brave Marshals succeeded in this case, many other foreign criminals remain at large in America due to weak immigration enforcement.
For now, Soriano is in the custody of Dominican authorities and awaiting extradition to the United States to face justice.
